My question is about a Co-signer and a primary buyer of a vehicle.?

A friend of mines ask his brother-in-law to co-sign on a vehicle.I would like to know if my friend is the primary borrower,doesn't his name suppose be on the paper work.Like the title,the loan,and the coupons.Also when making the payments who name should go on the check or money order.If his suppose to be on the paper work and it isn't.What action should be taken,b/c I fell like my friend is paying for a car that isn't his.His brother in law is not trying to put in the effort to correct the problem.I feel bad for him b/c he's trying to do better for himself and he is so depressed about the issue.I know that his name should be on the papers as a primary borrower/buyer and the co-signer should be on there too,but the co-signer name is the on name on all of the papers.Please help b/c I am trying to help him as much as I can.
