What is the real reason behind Malaysian Government's ban on the use of the name Allah for other non-muslims ?

The use of the word "Allah" pre-dates Islam itself. So really the Malaysians have no right to it. The lack of educated scholars in the country is lamentable. Malaysians should realise that their treatment of non-Muslims there is like that of apartheid South Africa. Nothing to be proud of and very un-Islamic.
